LATEST REPORT: Federal Funding Implementation
Gathering insight from more than 50 stakeholders, SEAP released its report, Engagement & Equity First: Opportunities and Challenges for Federal Funding Implementation, which aims to identify innovations and challenges among local governments and nonprofit organizations as they implement federal recovery funds. The hope is that identifying these challenges leads to lawmakers inviting more community voices to the table for spending decisions and more equitable outcomes that will change the landscape of many Southern communities.

The American Rescue Plan (ARP) directly provides $130 billion in federal funding to local governments as leaders recover from the COVID-19 pandemic. This unprecedented level of aid will help communities across the U.S. shape their recovery from the pandemic’s economic impacts. Local leaders should view the arrival of ARP funds as a critical opportunity to make investments that encourage recovery and accelerate progress towards long-term goals.

Bipartisan Infrastructure Law (BIL) will allocate $973 billion, including $550 billion in new investments across transportation modes, water, power and energy, environmental remediation, public lands, broadband and resilience. The BIL not only authorizes numerous programs but also provides multi-year funding in advance to a number of federal departments and agencies.
