From Policy to Possibility: Southern Lessons from the Community Change Grant

In early 2024, SEAP launched the Our Dollars, Our Dreams initiative to help Southern communities seize the unprecedented federal investments made possible by the Inflation Reduction Act. We sought to refine our approach from previous federal policy implementation work by focusing deeply on select communities and offering tailored technical assistance from grant writing, partner development, research, and more. Our goal was to help local communities claim their share of public dollars and overcome the many roadblocks to accessing federal funds.

The centerpiece of our work in year one was the EPA’s Community Change Grant Program, a $2 billion opportunity to fund bold, community-driven climate and environmental justice projects that would enhance economic opportunity in disadvantaged communities. The grant’s flexible program design and high dollar amount captured the imagination of many communities across the South. 

SEAP directly supported six Community Change Grant applications and supported dozens more through office hours, webinars, and other resources. Based on SEAP’s experience supporting applications, in-depth interviews with applicants, and survey responses, this report draws on insights from over 50 stakeholders on how this grant opportunity galvanized Southern leaders. It offers lessons learned on technical assistance, the intermediary model, policy barriers, coalition building, and what support looks like across sectors and different actors. 

Though the promise of the Community Change Grant has been interrupted by federal policy reversals, the lessons remain urgent. We hope this report can serve as a contribution to ongoing conversations on how to build stronger partnerships, advance equity, and invest in the South’s capacity to lead its own transformation.
